English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a latest survey of municipal councils, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils for second-tier cities in the UK reported that 60% of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for selling public land and land to shore up their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of councils seeking to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and using financial reserves to weather increasing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in southeast England said its asset disposal plan featured the sale of a retail complex in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will additionally be sold under the strategy.

Council Tax Rises and Wider Fiscal Pressures

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of councils will have to increase council taxes next April to address the rising cost of essential services, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “We face demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of regional authorities recently further found local finances being stretched by the increasing figures of children and older individuals needing Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have put off planned reforms to the Send system until next year after a policy document outlining those changes was recently delayed.

Deprivation and Financial Gaps

Based on the latest deprivation measures (IMD) for English councils, many participating urban areas were among the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest IMD measures,” noted the report.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data highlights the extent of difficulties confronting local leaders across key cities in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of deprivation and need,” stated Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey found.
